I noticed at 11 pm local time, the price of most brickarms custom figs rose to $12 from the $10 that it was at during 5 pm local time. What brought this unexplained rise in price about?

It's unfortunate but very simple; BrickArms minifigs use only official LEGO parts (with the addition of decals and/or BrickArms accessories). Prices on minifigs can fluctuate due to the difficulty in aquiring those official parts needed to create the minifigs. Certain colours and parts can be difficult to find and fetch a high price to aquire, especially in large amounts. Likewise, even 'common items' can fluctuate in price on the secondary market.
Will aquires these parts the same way you or I would, and so the price of the minifigs has to reflect the cost to Will in aquiring those parts. It's either the price goes up, or the minifig is temporarily discontinued.
