Around 11:42am a local vagrant stumbled upon a gruesome scene. A known local outdoorsman's body was found, his arm removed, hand missing and his head oddly gone from his neck. Immediately he ran to the nearest phone to call police.

Crime scene

Within fifteen minutes the area was sealed off. Due to the gruesome nature and identity of the victim, all communication took place on a highly encrypted frequency off regular police channels. Within a short time two detectives and a medical examiner's assistant arrived on scene. One brings the video camera to document the scene. The vagrant is giving his account to an officer.

Nearby S.T.A.R.S personnel were summoned to the scene to provide perimeter security.

Watching the rolling hills

Steve Iverson was an extremely capable and experienced outdoorsman. Known to disappear for days into the hills around the city. His removed arm still clutching his trusty revolver shows that someone or something made him draw it. His left hand and his head missing are the number one factors puzzling the police.

Even more puzzling is the bloody footsteps that lead away from the body and then a puddle of already coagulated blood unlike the victim's blood which is still runny. A detective and an officer investigate.

Why is it already coagulated?

Maybe the bird on the cliff side knows something?

Good job, except that t looks empty, in a sense. I have no idea what you could add to make it non-empty, but it just seems that way. Plus, I suggest adding peices in between those BURP's. It looks fragmented and unprofesionnal.(spelled profesional wrong, didn't I?)
