A off duty police officer witnesses a gang leader kill a Tech guard.

On the other side of the building a Tech guard(red guy) and a Mobster (blue guy) Attack each other at the end of a hall.

DIfferent view.

A tech guard? it's the name of the people that guard the City of Tear(teer)
